It's been a few years now since I volunteered with the OTW's communications committee, but the org's official hard answer then was, They will not build or be responsible for a social platform. I can almost guarantee that's not going to change, because it arises from a combination of where they want to keep their priorities, how many resources they have available in terms of money and infrastructure, and what they're capable of in terms of people-power and management of those people.

But would they be willing to offer support and advice to another group that wanted to do so? A whole different question.

I've been thinking a lot about this, and I've come to see that the reason the OTW is so set against having A Network of Our Own be one of their projects is because it would completely change the structure of the OTW.

NOOO would have to have an operating budget an order of magnitude larger than OTW's (to start). It would have to have a staff of permanent employees.

This would be a fundamental change for OTW, and would make every other thing they do a side issue, so I think it's very reasonable for them to say No, Ain't Gonna Happen.

HOWEVER, I think NOOO should be a clone of OTW in many ways: also set up as a 501(c)3 non-profit, with a Board of Directors, etc. Or the structure might be copied more from Wikimedia Foundation, but scaled down instead of scaled up. The goal is to be like Wikimedia in that much of the work is done by community volunteers, but with oversight and steering by pros.

The difference between SNo3 and OTW/Wikimedia is that OTW and Wikimedia both have very clearly defined charitable missions, and Ao3/Wikipedia are just programs they run as part of that mission, while we mostly just want to have a social network,

Unless we can come up with a charitable mission that running a social network would be part or, we wont qualify for nonprofit status. Which puts us back into more the buisness model of Dreamwidth and Pinboard, both of whom depend on paid accounts of cover server costs & a very small dev team (DW has 2 part timers, Pinboard has one)

This isn’t to say it can’t be done, just that, if we wanna copy Ao3, we need to start coming up with a mission statement. This is, incidentally, most likely a large part of why OTW’s not interested in taking this project. It’s outside the scope of what their 501(c)3 eligibility covers, and they can’t risk that without risking all of their archives

I think a charitable mission statement could be crafted, with help from our Legal Eagle friends. Something like:

Mission: to create and maintain an ad-free online social network for fandom and our friends, where writing, art, chat, links, and news can be exchanged in a safe and congenial way.

It'll depend on what kind of non-profit we decide to go for, and where it will be based, hence the need for Legal Eagles.

I reached out to AO3 via their Legal Advocacy contact form in early November for my project. I have not heard back from them, but I can pass on if I hear anything. Given their statement on the Tumblr purge, I'm doubtful that they would provide legal advice.
